TEA defines instructional materials broadly: any medium that conveys the TEKS to a student, including lesson plans and grading rubrics. The agency coordinates the review and approval of those materials by the State Board of Education and supports districts in buying and using them (Texas Education Agency, Instructional Materials).

Texas now runs a state-level Instructional Materials Review and Approval process, IMRA, created under House Bill 1605. Publishers submit materials, the state reviews them for quality and TEKS alignment, and the SBOE approves a list districts can choose from (Texas Education Agency, House Bill 1605 and IMRA).

Bluebonnet Learning is a set of state-developed instructional materials that TEA describes as giving teachers tools to support student success. Districts can adopt it; a companion grant program, LIFT, helps school systems implement high-quality instructional materials (Texas Education Agency, Bluebonnet Learning; Leadership and Instructional Foundations for Texas).

Your child's school may use Bluebonnet Learning, another approved program, or materials it chose locally. Whichever it is, the standards underneath are the same TEKS.
